The word neutral sounds fair. It suggests equality, balance, and inclusion. In policy language, “gender-neutral” is often framed as progressive, humane, and equitable. But neutrality in language does not guarantee neutrality in impact. Inside correctional systems, policies labeled as “gender-neutral” frequently produce gender-specific harm, and incarcerated women disproportionately bear the consequences.

For many incarcerated women, silence is not compliance. It's survival.

When society talks about incarceration, women are often an afterthought. Policies are written broadly, systems are designed around male populations, and the specific needs of incarcerated women are treated as secondary, or worse, optional. But ignoring women in prison does not make the consequences disappear. It simply shifts the cost elsewhere.

In 2025, Woman II Woman stepped boldly into a new season of advocacy, accountability, and compassion-driven leadership. What began as a mission to uplift incarcerated women grew into a powerful movement—one that demanded transparency, centered survivor voices, and challenged systems that routinely overlook the safety and dignity of women behind bars. This year, we intensified our commitment to documenting concerns, exposing policy failures, and pushing for real oversight in w
